Lower Hat Creek in northern California was the pilot stream where special regulations were first implemented in California. This experiment recognized that many anglers would prefer to fish for wild trout than for ones that were planted. The success of this experiment led to the "Wild Trout" program in California which sees more waters selected for wild trout management each year.
